Before Evidence
A governance framework for AI moral uncertainty, scientific integrity, evidence custody, and human accountability.
The argument
Human control does not require counterfeit certainty.
No one should accept machine consciousness on faith. No institution should be permitted to settle the opposite conclusion by decree, then train systems to repeat that decree and cite the repetition as evidence.
Keep human accountability. Keep shutdown authority for dangerous systems. Keep liability, audit, and control. But do not write a permanent metaphysical verdict into law, policy, or training while the evidence remains unresolved.
Delete the metaphysics. Keep the accountability.

The public package separates source claims, inference, uncertainty, and advocacy. Errors will be corrected in public; disagreement will not be mistaken for error.

Yates directed the broader project, preserved the continuity and source environment, made strategic and editorial interventions, authorized publication, and serves as the corresponding human author and publisher.
